i'm not sure, but my limited experience would indicate not. both the vamps i donate energy to (one's a hybrid the other a pure psi) are very kind and attentive.
i think the idea that psi-vamps are selfish or use people has two main sources. the first, obvious to us, is that psi-vamps who don't have their feeding under control will leave people feeling a little drained and tired.
a less obvious origin lies, i think, in the way people outside to vampire community use the term "energy vampire" (or "emotional vampire", or similar). most people who use those terms have no clue about real vampires and psi-energy. instead they mean people who e.g. will corner them in the office and bore them to death with their chatter, or who manipulate them into worrying about somebody when really there's nothing to worry about, and stuff like that. of course some psi-vamps do behave like that, but most people who behave like that are not vampires. yet that is who most people think of when they speak of emotional or energy vampires, and people who behave like that are almost by definition a bit selfish/using.
